Just looking for general opinions here...opportunities for an Italian based chef from the United States to enter the U.K or French arena?

I dont think it would be a problem. There are plenty of Italian food based outlets in the UK.

Even if you branched out into different types of cuisine there are so many vacancies in the UK that you could pick and choose. I am not sure on the French situation, I know many people who have worked in France but the shortage of chefs is not as bad as the UK.

If you really want to pick and choose then New Zealand is the place, they are so short on chefs that the tourism industry is at breaking point. Some employers will even arrange visas and flights for you.
